The Episcopal Church and the Episcopal Peace Fellowship Support H.R.3103
In May of 2023, both the Episcopal Church and the Palestine Israel Network of the Episcopal Peace Fellowship added their names to a list of more than 75 religious and civil society organizations endorsing House Resolution 3103.

Introduced by Representative Betty McCollum (D-MN) and initially co-sponsored by 16 House colleagues, H.R.3103 is known as the Promote and Protect the Human Rights of Palestinians Living Under Military Occupation Act. The Act, if adopted, would prohibit Israel’s government from using U.S. taxpayer dollars in the Occupied West Bank for the military detention, abuse, or ill-treatment of Palestinian children; or the seizure and destruction of Palestinian property and homes in violation of international humanitarian law; or any assistance or support for unilateral annexation of Palestinian lands in violation of international humanitarian law.

The decision by the Epsicopal Church to endorse this bill is based on a more than 30 year history of concern for Palestinian children as expressed in a series of General Convention resolutions, including 2018-C038: Call for Guaranteed Basic Rights and Protection of Palestinian Children; 2018-D018: Negotiating the Israeli/Palestinian Conflict; 1994-C024: Call for the Ratification of UN Convention on the Rights of the Child; and 1991-A149: Urge a Full Accounting of the Use of Foreign Aid in the Middle East.

Two Members of Congress from California have currently joined Representative McCollum as co-sponsors of this bill, including one from the area within the Diocese of Los Angeles, Dr. Judy Chu. You can use the link below to send a thank you note to Representative Chu, or if you are represented by someone else, to urge them to become a cosponsor. Letters to Senators Feinstein and Padilla, urging them to introduce a similar bill in the Senate, would also be welcome.
